Well to do what he's suggesting would require you to buy a PCI IDE expansion card. This would allow you to interface your old drive with the new computer.
Since you have a fry's in your area I checked I almost immediately found a flash drive for $40.
It's 16gb.

Now then the third option is to download and burn an ISO for ubuntu v9.10 with the new computer. Which is a windows like environment that runs exclusively from the CD. The benefit of this is that you get a windows like environment that doesn't access any possibly corrupt windows files, or registry entries that might inhibit using the NIC/Modem card. I'm not questioning his evaluation, but it's always an option, and if you already have blank CD's it's a nearly free option, besides your personal time.
A fourth option is this: The performance 1000 came with an option of 2 different CD ROM drives. one was a NEC 12X/40X DVD-ROM Drive The other was a Philips 8X/4X/32X CD-R/RW R2.
If you have the philips drive then you should be able to just copy your files to CD, and move them over. I'm guessing you probably don't. But then maybe this is an oversight.
